We Guide & Regulate Grenada’s Physical Development
The Planning and Development Authority (PDA) guides and regulates Grenada’s physical development to ensure orderly growth, public safety, environmental protection, and long-term sustainability.
Through its core functions, the Authority reviews and determines development applications, monitors construction activity, enforces planning standards, and protects natural and cultural heritage assets.

The PDA’s Work is Delivered Through a Range of Interrelated Services
Together, these services ensure that development across Grenada, Carriacou, and Petite Martinique is well-planned, legally compliant, and aligned with national development priorities.
Planning Approval
The PDA reviews and determines applications for permission to develop land, including residential, commercial, industrial, and infrastructure projects. Applications are assessed against approved physical plans, planning policies, statutory development standards, and environmental requirements.
The Authority may grant permission subject to conditions, request additional information, or refuse permission with written reasons. This process ensures that development is appropriate for its location and compatible with surrounding land uses.
Monitoring & Compliance
Once permission is granted, the PDA monitors development activity through site inspections and compliance checks.
The Authority ensures that construction is carried out strictly in accordance with approved plans and conditions where breaches and unauthorized development occur, the PDA may issue enforcement notices, stop notices, or take other lawful action to protect public safety and planning integrity.
Sustainable Planning
Sustainability is a core principle of the PDA’s work. Planning decisions integrate climate resilience, disaster risk reduction, environmental protection, and long-term land stewardship to support Grenada’s sustainable development objectives.

Natural & Cultural Heritage
The PDA supports the identification, protection, and conservation of Grenada’s natural landscapes, historic buildings, monuments, and culturally significant sites. Developments affecting protected or sensitive areas are subject to enhanced review and specific planning conditions. Decisions from the Appeals Tribunal are final.
