Planning & Development Authority

The Planning and Development Authority (PDA) is the national regulatory authority established under the Physical Planning and Development Control Act, 2016 (as amended).

The Authority is mandated to regulate land use and physical development and to ensure that all building, construction, subdivision, and change-of-use activities comply with approved plans, development standards, building codes, and environmental requirements.



The PDA plays a central role in shaping Grenada’s physical landscape by balancing development needs with environmental protection, climate resilience, and community well-being. Its work supports sustainable investment, disaster risk reduction, and the protection of natural and cultural heritage assets.



Effective 1 May 2023, the PDA assumed full responsibility as the executing authority for physical planning and development control, transitioning these functions from the former Physical Planning Unit. This transition reflects Government’s commitment to modernising planning systems, strengthening governance, and improving service delivery.

To guide and regulate Grenada’s physical development through sustainable land-use planning, efficient resource management, and systematic monitoring and enforcement, while protecting the nation’s natural and cultural heritage and supporting inclusive national development.
