Planning and Development Authority

Governance and Management

The Planning and Development Authority operates under the oversight of a Board of Directors appointed in accordance with the Physical Planning and Development Control Act.

The Board provides strategic direction, determines planning applications, and ensures that the Authority fulfils its statutory mandate.

The Board is supported by a professional team of planners, inspectors, technical officers, and administrative staff who manage day-to-day operations.

Chief Executive Officer (CEO)

Mr. Allen Gilbert

Mr. Allen Hanns Gilbert is a Grenadian engineer and executive leader with more than 25 years of experience in engineering, infrastructure development, environmental management, and public-sector governance. As Chief Executive Officer of the Planning and Development Authority (PDA), he provides strategic leadership for land-use planning and sustainable development in Grenada. His career spans senior leadership roles in water, waste management, and climate resilience, supported by extensive academic qualifications in engineering, project management, business administration, and international trade. Recognized for his collaborative leadership style, Mr. Gilbert is committed to advancing innovation, sustainability, and excellence in public service.

Kenrick O. Fullerton, M.Sc., LL.B., serves as Chairman of the Planning and Development Authority (PDA) of Grenada and is a multidisciplinary project and construction management professional with extensive experience in infrastructure development, compliance, governance, and strategic project planning. His career spans senior roles in project management, construction oversight, safety, and integrity monitoring across major public and private sector projects in the United States and internationally. He holds advanced qualifications in development and project planning, law, construction management, and corporate governance, complemented by specialized training in compliance, change management, and government contracting. Recognized for his expertise in project oversight and strategic leadership, Mr. Fullerton brings a strong commitment to accountability, sustainable infrastructure development, and effective governance.

1 Administrative Department

Headed by the Chief Administrative Officer. This department provides governance support to the CEO, public interface, application pre-screening, inquiry management, data entry, fast track management, review tracking, data entry, document logging, application receipt, file management, ESIA cataloguing, secure storage and retrieval.

2 Development Control Department

Headed Head of Development Control. This department manages applications for development, subdivision approvals, and building permits by issuing development permits. Conducts technical reviews and coordinates referrals to partner agencies.

3 Compliance and Enforcement Department

Headed by the Head of Compliance Department. Carries out inspections, monitors, investigates and enforces compliance with planning laws and approval conditions.

4 Accounts Department

Headed by the Head of Accounts: This department manages application fees, financial reporting, budgeting, and revenue administration.

5 Human Resource Department

Headed by the Head of Human Resource Department. This department oversees recruitment, training, staff development, and promotes a professional, service-oriented workplace culture.

6 IT Department

This department manages the organization’s technology infrastructure, including hardware, software, networks, and data security, to ensure operational efficiency.
